Government of Canada to improve application intake system and accept more sponsorship applications for parents and grandparents

August 20, 2018 – Surrey, BC – To help reunite even more parents and grandparents with their families in Canada, today, the Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship, announced that the Government of Canada will accept up to 20 000 applications for the sponsorship of parents and grandparents, in 2019. This is 4 times the number of applications accepted when the program reopened in 2014, when the cap was set at 5000 applications.

This decision to increase the number of applications that Immigration, Refugees and Citizenship Canada (IRCC) will accept for processing is a result of continually high demand in the Parents and Grandparents (PGP) Program and the fact that we have significantly reduced the inventory of applications. The inventory has dropped from a peak of 167 000 people, in 2011, to just under 26 000 people, in June 2018.

After increasing the 2018 cap to 17 000 complete applications, IRCC sent a second round of invitations to randomly selected potential sponsors who submitted an Interest to Sponsor form in early 2018. Those invited to the second round have until October 5, 2018, to submit a complete application.

Minister Hussen also announced that, as a result of listening to stakeholders and closely examining the PGP Program, the government is making further changes to the application intake process that will streamline access to the program and improve client experience.

Using this modified intake process will give the government more flexibility in the application process, ensuring that we receive as many applications as possible.

In 2019, as in previous years, the Interest to Sponsor form will be available online, at the beginning of the year, so eligible potential sponsors can let IRCC know they wish to sponsor their parents and grandparents to come to Canada. However, instead of randomly selecting the sponsors to apply, we will invite them to submit an application to sponsor their parents and grandparents based on the order in which we receive their Interest to Sponsor forms. This process will continue until we reach the 2019 cap of 20 000 complete applications.

Further details of these improvements to the system will be announced this fall.

Quick facts

  • IRCC will accept for processing 17 000 applications for sponsorship of parents and grandparents, in 2018, and 20 000 applications, in 2019.
  • The number of parents and grandparents to be admitted to Canada in the coming years are as follows:
    • In 2018, the government plans to admit 20 000 parents and grandparents in its immigration levels plan.
    • Parents and grandparents admission levels will increase to 20 500, in 2019, and 21 000, in 2020.

Understanding the British Columbia Business Nominee Program

The BC Provincial Nominee Program (BC PNP) has introduced a mandatory online registration system for all prospective applicants to the Entrepreneur Immigration stream. The registration is scored according to points. The registration system will calculate one portion of your score and you will then receive a total score from BC PNP based on the information you provide in your registration.

The BC PNP will periodically invite the highest-scoring registrants to submit applications. For more information on how the registration system works, please carefully review the process.

Below is a general overview of the eligibility criteria of the BC PNP Entrepreneur Immigration stream.

General Nomination Requirements

  • active and ongoing management of the day-to-day business operations
  • demonstrated residence in B.C.
  • admissibility to Canada

Personal Requirement

  • personal net worth of at least $600,000
  • business and/or management experience

Business requirements

  • establish a new business or purchase and improve an existing business

Investment requirements

  • make an eligible personal investment of at least $200,000 in the business

Job requirements

  • create at least one new full-time job for a Canadian citizen or permanent resident in the business

Prince Edward Island PNP, Provincial Nominee Programs

Prince Edward Island EOI Business Nominees Applicants

Prince Edward Island Provincial Nominee Program, PEIPNP, is one of the most efficient routes to Canadian permanent residency, and the PEI Government is now using the Expression of Interest (EOI) model for application submission.  For the remainder of 2018, there will be monthly draws (approx. mid-month) from the EOI pool, with the next draw occurring on Sept. 20, 2018.

In the draw of August 16, 2018, 7 Business Impact candidates were invited to apply, with scores of 145 and above (57% were Confederation’s clients).  By ensuring that all of our clients are well-prepared, with community-relevant and customized business plans and thorough documentation, we have a very high success rate in obtaining community endorsement letters.  Confederation has other strategies to maximize EOI scores for its clients and, as a result, our clients have higher overall scores and greater likelihood of selection (37% of all Business Impact selections to date have been Confederation’s clients).

To fully utilize the 2018 federal nomination quota, we believe that the PEI Government will require bigger draws in future (with lower EOI scores).  Note that there is no restriction on the number of nomination certificates issued to Confederation’s clients, and we have lots of capacity for both Chinese and non-Chinese applicants.

Update on the Quebec Investor Immigration Program

Recently, by way of Ministerial Decree, Quebec’s Minister of Immigration, Diversity and Inclusion announced that the Quebec Immigrant Investor Program will reopen from September 10 2018 to March 15 2019.  The maximum number of applications that can be received during this period is 1,900.

Sherbrooke Street Capital is the leading financial intermediary, and once again because of our success, we expect to manage one of the largest allocations from Quebec Immigration.

Some key points to consider for the next opening:

  • In order to qualify for the Program, applicants must have:
  • At least two years of management experience during the five years preceding the application;
  • A legally-accumulated net worth in excess of CAD$2,000,000; and
  • The intention to reside in the Province of Quebec and commit to investing CAD$1,200,000.  Financing is available.  – At current rates, the cost to the client will be $350,000.
  • All applications must be submitted to Quebec Immigration in Montreal;
  • Any applicants who demonstrate an intermediate ability in French, can submit their application at any time until March 31, 2018 and will receive priority processing;
  • The Government processing fee will continue to be $15,235 until December 31 2018.

Understanding the Canadian Express Entry Program for Skilled Workers

The Express Entry Program provides a pathway to permanent residence for skilled workers in Canada or overseas.
