Canada Intends to Lift Visa Requirement on the United Arab Emirates

Canada’s Minister of Immigration, Refugees and Citizenship, Ahmed Hussen, announced today during a meeting with the United Arab Emirates (UAE) Minister of Foreign Affairs and International Cooperation, His Highness Sheikh Abdullah bin Zayed Al Nahyan, that the Government is lifting the visa requirement for UAE citizens on June 5, 2018.

This decision is based on a comprehensive and rigorous evaluation of the UAE against Canada’s visa policy criteria. The evaluation found that the UAE meets Canada’s criteria for a visa exemption.

Emirati citizens will no longer need a visa as of 5:30 a.m. ET (1:30 p.m. Gulf Standard Time) on June 5, 2018, to travel to Canada for short stays (normally for up to six months) for business, to visit family and friends or for tourism.

However, Emirati citizens, similar to other visa-exempt travelers, will need an Electronic Travel Authorization (eTA) to fly to, or transit through a Canadian airport. The eTA allows Canadian officials to screen travellers for admissibility before they board their flight to Canada. Emiratis will be able to apply online for an eTA after 5:30 a.m. ET (1:30 p.m. Gulf Standard Time) on June 5.

In the meantime, they can continue to apply online for a visitor visa, or use the services of one of the visa application centres (VACs), including the VAC in Abu Dhabi or Dubai.

  • Canada has close people-to-people and business ties with the UAE.
    • About 40,000 Canadians live and work in the United Arab Emirates.
    • Some 150 Canadian companies have an operational presence in the country.
  • Canadian citizens, including dual citizens, need a valid Canadian passport to fly to Canada.
  • Permanent residents (PR) of Canada need a valid PR card or PR travel document to travel to Canada. As well, former residents of Canada could still have PR status. These travelers will need to resolve their status before they can fly to Canada.
  • Emiratis coming to study or work temporarily in Canada will still need to apply for a study or work permit even after the visa is lifted on June 5, 2018.

Express Entry – Validity of Police Certificates

Applicants and their family members must undergo upfront medical examinations and submit all required police certificates as part of their complete application.

Document requirements

According to the requirements below, the system will generate upload fields for the police certificates required in the document checklist using the personal history, travel history and address history provided by the applicant. However, it is always at an officer’s discretion to request a new or additional police certificate from the applicant. Applicants may also provide additional police certificates in the letter of explanation field.

  • For the applicant’s current country of residence, the police certificate must have been issued no more than 6 months before the submission of the e-APR.
  • For countries in which the applicant no longer resides, the police certificate must have been issued after the last time the applicant stayed in that country for 6 months or more in a row.
  • Police certificates meeting the above requirements can be accepted even if they have an expiry date that has passed.
  • This includes the requirement to provide a police certificate for countries in which the individual has traveled for 6 months or more in a row, whether or not the individual had an established residential address during this time.
  • Police certificates are required upfront and are mandatory for each country (except Canada) where an individual has spent 6 months or more in a row within the last 10 years. The individual does not need to provide one for any period of time before the age of 18.
  • Police certificates need to be a scan of the original police certificate(s) in colour. Certified true copies and unauthorized copies are unacceptable and will result in the application being rejected as incomplete.

Applications that do not include a required police certificate and do not provide supporting documentation where required will be rejected as incomplete.

The officer can exercise discretion when assessing whether police certificates that do not fall within standard IRCC parameters may still be required to process the application. When necessary, an officer can use discretion in their determination of whether or not a client is admissible to Canada by using other documents or mechanisms that are available to them.

Some countries will not issue police certificates to applicants, and instead will only communicate directly with the relevant Canadian authorities. In such cases, existing IRCC procedures to obtain documentation should be followed.

The IRCC website provides instructions to applicants on how to obtain a police certificate.

In exceptional circumstances, IRCC may accept both of the following:

  • proof of having requested a police certificate for some countries; and
  • an explanation of best efforts (not a guarantee of acceptance)
    • In this explanation, the applicant should explain the delay in a document and upload the document in the country-specific field. The uploaded document must show that the applicant requested a police certificate as soon as possible after receiving their invitation to apply.

In such exceptional cases, the client will be advised to upload a document into the upload field stating country-specific details that support their explanation of best efforts.

Individuals who must submit this documentation

  • The principal applicant
  • Their spouse or common-law partner
  • Their dependent children 18 years of age or older, including non-accompanying

Bulgarian Fast-Track Citizenship Program

The Bulgaria Fast-Track Citizenship Program allows an applicant to obtain permanent residence in 3-4 months, and full Bulgarian “EU” citizenship within 20-24 months, for €260,000 (one-time “walk away” financing option) plus €50,000 in legal, due diligence, government, and apartment rental fees. Bulgarian citizenship will allow the applicant and his/her family to live, work, and study anywhere in Europe.

– Applicant and his/her family have the right to reside, work, and study anywhere in Europe after obtaining citizenship
– Visa-free access to approx. 142 countries (including Canada and Europe)
– Applicant receives PR in 3-4 months, and citizenship in less than 2 years
– Citizenship is transferable by descent (to all children and grandchildren)
– Confederation offers a one-time walk away financing option of €260,000, with non-recourse loan (replaces 5-year investment of €1,024,000 in Government bonds)

Qualifications

– Be 18 years of age or older
– Possess a valid passport and reside legally in a country
– Visit Bulgaria twice, for 2-4 days (but no further in-country residence requirement)
– Pass a due diligence and medical check
– Make a declaration on source of funds

Application Process

– Applicant signs Confederation’s Professional Services Agreement and remits a €20,000 deposit towards Confederations fees

– Agent submits Questionnaire and all application documents to Confederation

– Confederation opens a Bulgarian bank account on the applicants behalf, and applicant transfers €260,000 there

– Confederation facilitates non-recourse loan financing and purchases Government bonds

– Applicant applies for Visa D and comes to Bulgaria to submit the PR application

– Upon PR approval, the applicant transfers the balance of Confederations fees (€30,000)

– After 1 year of PR, Confederation will assist the applicant to apply for citizenship.

Portugal GRP Benefits to Investors

Antigua Citizenship by Investment Program

In 2013, the Government of Antigua and Barbuda created a Citizenship by Investment Program to attract investors of good character.  These investors would make a substantial contribution to Antigua and Barbuda, thereby channeling capital into national development.  The Citizenship by Investment Program allows applicants to become citizens of Antigua and Barbuda, with a minimal residency requirement.  Once Citizenship is granted, passports may be easily obtained.
