Canada provides update on exemptions to travel restrictions

March 26, 2020 nkic

March 20, 2020—Ottawa—The Government of Canada is providing an update on travel restrictions put in place to stem the spread of COVID-19.

Exemptions to the air travel restrictions will apply to foreign nationals who have already committed to working, studying or making Canada their home, and travel by these individuals will be considered essential travel for land border restrictions.

The exemptions include

  • seasonal agricultural workers, fish/seafood workers, caregivers and all other temporary foreign workers
  • international students who held a valid study permit, or had been approved for a study permit, when the travel restrictions took effect on March 18, 2020
  • permanent resident applicants who had been approved for permanent residence before the travel restrictions were announced on March 16, 2020, but who had not yet travelled to Canada

In addition, a temporary modification is being made to the Labour Market Impact Assessment process for agriculture and food processing employers, as the required 2-week recruitment period will be waived for the next 6 months.

We are also increasing the maximum allowable employment duration for workers in the low-wage stream of the Temporary Foreign Worker Program from 1 to 2 years. This will improve flexibility and reduce the administrative burden for employers, including those in food processing.

To safeguard the continuity of trade, commerce, health and food security for all Canadians, temporary foreign workers in agriculture, agri-food, seafood processing and other key industries will be allowed to travel to Canada under exemptions being put in place to the air travel restrictions that took effect on March 18.

In addition to health screening protocols before travel, all individuals entering from abroad must isolate for 14 days upon their arrival in Canada.

Allowing foreign workers to enter Canada recognizes their vital importance to the Canadian economy, including food security for Canadians and the success of Canadian food producers. The arrival of farm workers and fish/seafood workers is essential to ensure that planting and harvesting activities can take place. There will always be jobs available for Canadians who wish to work on farms and at food processing plants.

Those affected by these exemptions should not try to travel to Canada immediately. We will announce when the exemptions are in place, which we anticipate will be early next week.

These exemptions follow others announced earlier this week, for

  • foreign nationals traveling at the invitation of the Canadian government for a purpose related to the containment of COVID-19
  • close family members of Canadian citizens
  • close family members of Canadian permanent residents
  • a person who is authorized, in writing, by a consular officer of the Government of Canada to enter Canada for the purpose of reuniting immediate family members
  • a person registered as an Indian under the Indian Act
  • accredited diplomats and family members (including NATO, those under the United Nations Headquarters Agreement, other organizations)
  • air crews
  • any foreign national, or group of foreign nationals, whose entry would be in the national interest, as determined by the Minister of Foreign Affairs, the Minister of Immigration, Refugees and Citizenship, the Minister of Public Safety
  • members of the Canadian military, visiting forces and their family members
  • transiting passenger

Applying to schools in Canada as an international student

March 2, 2020 nkic

Choosing a program and school

In Canada, each province and territory is in charge of its own education system.

Get more information about schools and the education system by contacting

  • the ministries and departments responsible for education in each province and territory
  • the Canadian Bureau for International Education
  • EduCanada for information for international students about education in Canada, with study program search, costs and more

Learn what you need to know before you choose a school.

Primary and secondary schools

Schools that teach students up to the grade 12 level are known as primary and secondary schools. Primary usually means grades 1 to 8 and secondary usually means grades 9 to 12.

All primary and secondary schools in Canada can enrol international students.

Learn what minor children need to study in Canada.

Post-secondary schools (universities, colleges, vocational schools, CEGEPs)

Post-secondary schools are

  • colleges
  • universities
  • private career colleges
  • vocational and technical schools

Each post-secondary school has its own set of rules on how to apply, including the level of English or French you need to be accepted.

If you apply for a study permit and your letter of acceptance is from an institution that is not a designated institution for international students, your application will be refused.

Get more information on post-secondary schools:

  • Universities Canada
    • Profiles of Canadian universities, a large study programs database and help to plan your university education
  • Colleges and Institutes Canada
    • Profiles of colleges and institutes
  • Canadian Information Centre for International Credentials
    • Information on getting your past education assessed against Canadian standards
  • National Association of Career Colleges
    • Learn about schools that teach trades and vocations

Private career colleges

Provincial governments may regulate private schools differently for different study programs. Make sure the private school you apply to is included on the designated learning institution (DLI) list.

Language schools

There are many schools in Canada that teach English or French as a second language. Provincial governments regulate language programs at public institutions.

Most provincial governments do not regulate language programs at private schools. For more information about private language programs, contact Languages Canada.

Studying in French

There are many ways to study in French across Canada.

  • French-language education in Canada has information on schools and institutions that offer courses in French.
  • The Association des universités de la francophonie canadienne has information on university programs in French, English, or both.

Designated learning institutions

Provinces and territories approve (or “designate”) schools that can enrol international students. These schools are known as designated learning institutions (DLI).

If you need a study permit, your acceptance letter must be from a DLI. If it isn’t, we’ll refuse your application.

All primary and secondary schools in Canada are DLIs. You can search a list of the post-secondary schools, such as colleges and universities, and language schools that have been designated.

How to apply to a school

Once you choose a school, college or university, you must apply to go there. Every school has different rules on how to apply.

Make sure you apply at least

  • 6 months in advance if you want to study at a primary or secondary school
  • 1 year in advance for a post-secondary program at a university, college, etc.

Contact the school where you want to study to learn how to apply. They’ll give you the list of all the documents you need to send them. They’ll also be able to tell you about

  • the cost to apply
  • tuition fees
  • health insurance
  • rent and how much it costs to live in Canada
  • language tests

Fill out the application forms for the school or schools of your choice. Follow their instructions to submit them.

If the school admits you as a student, they will send you an acceptance letter. You need this letter to apply for a study permit.

Health insurance

The Government of Canada does not pay for the medical costs of foreign students. Health coverage for foreign students varies between provinces.

Contact the school to receive more information about medical coverage and health insurance.

Special measures to help applicants affected by the novel corona virus (COVID‑19)

March 2, 2020 nkic

Immigration, Refugees and Citizenship Canada (IRCC) has put special measures in place to help you, if

  • you’re a Chinese, Iranian or South Korean national; or
  • you’re in China, Iran or South Korea; and
  • you’re affected by service disruptions or travel restrictions related to the novel coronavirus (COVID-19)

Disruptions include the following:

  • visa application centre closures
  • service disruptions at Canadian visa offices
  • travel plan disruptions
  • limited access to local government offices and businesses
  • limited access to a panel physician who can do the immigration medical exam

There is also help available if you need a permanent resident travel document to travel back to Canada.

If you’ve been approved for permanent residence

If your permanent residence application has been approved, but you can’t travel to Canada before your documents expire, use the web form to tell us why you can’t travel.

Once it’s possible for you to travel, use the web form to let us know. We’ll then give you more detailed instructions regarding restarting the processing of your permanent residence application.

If your confirmation of permanent residence has already expired

Use the web form to explain why you couldn’t travel.

Once it’s possible for you to travel, use the web form to let us know. We’ll then give you more detailed instructions regarding restarting the processing of your permanent residence application.

If you’re a Canadian citizenship applicant

If you can’t travel to Canada now, and you’ll miss a citizenship event or appointment, you must use the web form to tell us why. You must do this within 30 days of missing the event or appointment.

Citizenship events and appointments include

  • the knowledge test
  • a retest
  • the interview
  • a hearing
  • taking the Oath of Citizenship

If you need to submit documents

Use the web form to let us know once you’ve returned from an affected country, and you’ll be given an additional 30 days to submit most required documents for your citizenship application. You’ll have an additional 45 days for medical opinion forms.

Physical presence requirement

Extra days spent in affected countries due to the virus will not count as days in Canada. Applicants must still meet the physical presence requirement.

If you’ve applied for temporary or permanent residence and are outside Canada

We won’t refuse your application if you cannot complete the next step due to the novel coronavirus (COVID-19). This applies to applications for

  • a visitor visa
  • a work permit
  • a study permit
  • permanent residence

Examples of the next steps include

  • submitting your passport or supporting documents, such as a police certificate
  • completing an immigration medical examination
  • giving your biometrics

No application in progress will be closed or refused due to a lack of documentation. We’ll automatically give you an extra 90 days to complete these steps. Once you’re able to, complete the steps as soon as possible to avoid delays.

Biometrics deadline

Even though your biometrics instruction letter says you must complete this step in 30 days, we’ll automatically give you 90 more days if you’re affected by the service disruptions. You will not need a new biometrics instruction letter.

Withdrawing your application

If you’re affected by the travel restrictions and want to withdraw your temporary residence application, use the web form

We’ll give you a refund if you withdraw your application within 24 hours of submitting, as long as processing has not started.

If you’re about to apply for permanent residence through Express Entry

You must submit your application within 60 calendar days of receiving your invitation to apply.

If you’re missing documents necessary for the completeness check because of disruptions related to the novel coronavirus (COVID 19), you can still submit your application.

  • You must submit a letter explaining the reason why you’re missing documents. Your application will be held until further notice.

When you’re able, you can submit missing documents by using the web form.
