Canada Will Admit Up To 300000 New Immigrants in 2017

November 8, 2016 nkic

Canada said on Monday it would let 300,000 immigrants into the country in 2017, maintaining this year’s target despite recommendations to increase it to help spur economic growth.

The government said it was establishing 300,000 as a new baseline for the admission of permanent residents, with the majority of those allowed into the country to be selected as economic immigrants.

While the target is unchanged from 2016’s plan, it is above the average of 259,542 immigrants admitted from 2011 to 2015.

Immigration minister John McCallum told reporters that making the 300,000 target permanent laid the foundation for future immigration growth.

“I do believe it is true that more immigrants for Canada would be a good policy for demographic reasons,” McCallum told reporters.

Like many developed countries, Canada has an aging population, which poses a challenge for economic growth.

An economic advisory council to finance minister Bill Morneau recently recommended that Canada increase its annual immigration target to 450,000 over the next five years to attract top talent to Canadian companies.

“That number is a conceivable number for some date in the future, but certainly not for 2017,” said McCallum, who noted he agreed with the spirit of the recommendations.

Under next year’s plan, the number of immigrants admitted under the economic category will increase to 172,500 from 160,600 this year, the government said. The number of refugees will decrease to 40,000 from 55,800.

Canada has a population of about 35 million.

Canadian Start-Up Visa Program Continues to Grow

November 8, 2016 nkic

More immigrant entrepreneurs are coming to Canada through the Start-up Visa Program and the benefits are spreading growth and opportunity to middle-class families across the country.

As of May 2, 2016, 51 entrepreneurs had become permanent residents of Canada through the program, representing 26 start-ups that have launched or will be launching in communities across Canada, including Sydney, Halifax, Fredericton, Toronto, Mississauga, Waterloo, Thunder Bay, Calgary, Whistler, Vancouver and Victoria.

“The start-up visa started slowly but has steadily picked up steam,” Arif Virani, Parliamentary Secretary to the Minister of Immigration, Refugees and Citizenship, said today. “Every start-up that is established here has the potential to provide jobs and economic opportunity for Canadians, contributing to our country’s growth and diversity.”

The Start-up Visa Program is drawing successful applicants from a diverse range of countries, including Australia, China, Costa Rica, Egypt, India, Iran, South Africa and Uruguay, and across a number of industries, including technology, food product manufacturing, education, medical research, banking, human resources, and advertising.

This five-year pilot program allows entrepreneurs who have the support of a designated Canadian entity to apply for permanent residence as they establish their company in Canada. Demand for this program is growing, with more than 50 additional permanent resident applications still in process from entrepreneurs from around the world who have the support of a designated Canadian venture capital fund, angel investor group or business incubator to launch their start-ups in Canada.

Proposal to Eliminate Conditional Permanent Residence

November 8, 2016 nkic

Proposed Regulatory Changes

Ottawa, October 28, 2016 — The Government of Canada is committed to family reunification. Draft changes to the Immigration and Refugee Protection Regulations which outline the proposed change to remove the conditional permanent residence regulatory requirements have been published in the Canada Gazette Part I for a 30-day comment period.

Currently, certain spouses or partners of Canadian citizens and permanent residents must live with their sponsor for two years as a condition of their permanent residence. The condition is placed on a sponsored spouse or partner who is in a relationship of two years or less with their partner and have no children in common at the time of their sponsorship application.

The Government is proposing to eliminate the current conditional permanent residence measure so that these individuals are no longer required to live with their sponsors for two years in order to maintain their permanent residence status.

Removing the condition is in line with the Government’s commitment to reunite families and make it easier for immigrants to build successful lives in Canada.

The proposal also supports the Government’s commitment to gender equality and combating gender violence by addressing concerns that conditional permanent residence may result in vulnerable spouses staying in abusive relationships.

End of Leniency Period for Canadian Electronic Travel Authorization

November 8, 2016 nkic

Travellers to Canada take note: End of Leniency Period for Electronic Travel Authorization

November 3, 2016 – Ottawa, ON – The Government of Canada is reminding travellers to get the appropriate travel documents before booking a flight to Canada.

Starting November 10, 2016, visa-exempt travellers (except United States [U.S.] citizens) will need an Electronic Travel Authorization (eTA) to board their flight to Canada. Canadian citizens, including dual citizens, will need a valid Canadian passport to fly to or transit through Canada.

To help minimize travel disruptions for dual Canadian citizens, a short-term measure is available to dual citizens whose second citizenship is from a visa-exempt country. These dual citizens can apply for a special authorization that will let them board their flight to Canada using their valid non-Canadian passport.

This short-term measure, which will be available until January 31, 2017, is open to dual citizens who have an imminent flight to Canada (leaving in less than ten days) and whose Canadian citizenship can be verified by Immigration, Refugees and Citizenship Canada (IRCC). If approved, the authorization will be valid for four days from the date of travel indicated in the application. Those not eligible for the authorization will need to contact the nearest Government of Canada office abroad to obtain the appropriate travel document.

“eTA improves the safety of Canadians by allowing us to check that travellers are admissible before they board their flight, preventing those who are inadmissible from travelling to Canada in the first place,” said John McCallum, Minister of Immigration, Refugees and Citizenship. “We have been doing everything we can to inform affected travellers about these new requirements, and I am pleased that we can now offer a short-term measure to help get some dual Canadian citizens who are not familiar with this new requirement onto their flight to Canada.”

The eTA entry requirement became mandatory for visa-exempt foreign nationals (other than U.S. citizens) travelling to Canada temporarily by air on March 15, 2016. However, a leniency period was put in place from March 15 until November 9 so travellers unfamiliar with the eTA requirement could still board their flight to Canada.

Quick facts

  • Applying for an eTA is a simple online process that costs CAN$7. The Government of Canada website, Canada.ca/eTA, is the only valid site where travellers can apply for an eTA.
  • More than 2.3 million eTAs have been issued since the application went live on August 1, 2015.
  • Canadian permanent residents cannot apply for an eTA and, as usual, must show their valid permanent resident card or obtain a permanent resident travel document from the nearest Government of Canada office abroad when returning to Canada by air.
  • Citizens of the U.S. are exempt from the eTA requirement. U.S. lawful permanent residents need an eTA and must present a valid U.S. permanent resident card (Green Card) and a valid passport when they check in for their flight to Canada.
