Quebec Temporary Workers

The Quebec Temporary Workers program addresses the importance of Temporary foreign workers to Québec. For Québec employers, these workers represent an added value since, more often than not, their skills are acknowledged to be in short supply.

There are four general categories, or application streams, for Temporary Workers applicants: Skilled Worker, Low-Skilled Worker, Agricultural Worker, and Live-In Caregiver.

Skilled Worker

These are the general steps:

  1. You must find an employer in Québec who wishes to hire you temporarily.
  2. You must obtain a Québec Certificate of Acceptance (CAQ) for temporary work.
  3. If the application submitted by your employer is accepted by the Ministère de l’Immigration et des Communautés Culturelles (MICC) and Employment and Social Development Canada/Service Canada (ESDC/SC), you must apply to the Government of Canada for a work permit.

If your application is refused, you have the possibility of submitting a request for an administrative review.

Your spouse must also obtain certain authorizations if he or she wishes to work, take part-time courses or register for a French course. The same applies for your school-age children.

Low-Skilled Worker

  1. You must find an employer in Québec who wishes to hire you temporarily.The employer who is ready to hire you must follow certain steps with the MICC and ESDC/SC.
  2. You must obtain a CAQ for temporary work.
  3. If the application submitted by your employer is accepted by the MICC and ESDC/SC, you must apply to the Government of Canada for a work permit.

If your application is refused, you have the possibility of submitting a request for an administrative review.

Your spouse must also obtain certain authorizations if he or she wishes to work, take part-time courses or register for a French course. The same applies for your school-age children.

Agricultural Worker

Under this category there are three different streams:

  • Workers from Mexico and the Caribbean countries under the Seasonal Agricultural Worker Program (SAWP),
  • Agricultural workers under the Agricultural Stream (Countries targeted: Guatemala, Honduras, El Salvador), and
  • Agricultural workers under the Stream for Lower-skilled Occupations – Agricultural Sector (Countries targeted: all countries with the exception of Guatemala, Honduras and El Salvador)

The common steps for applicants under these three streams are:

  1. You must find an employer in Québec who wishes to hire you temporarily.
  2. If the application submitted by your employer is accepted by the MICC and ESDC/SC, you must apply to the Government of Canada for a work permit
  3. Only for the Lower-Skilled Occupations stream: You must obtain a CAQ for temporary work.
